Capacity Development (CD) is regarded as crucial in making projects and its results sustainable. There is a widespread consensus that CD should form the backbone of development cooperation and be considered systematically in the design as well as implementation of projects and programs. However, the practice in many projects has so far largely focused on easily measurable and tangible indicators. As a result, CD strategies tend to be limited using rather simplistic interventions such as trainings and study tours. Professionals working in the international space are well aware of the complexities and challenges of addressing capacity needs in a systematic and holistic manner.
During the last decades, several organisations have developed interesting approaches enabling a systematic capacity assessment as well as an array of tools suitable for strengthening CD at the different levels of individuals, organisations, networks as well as at systems level.
